IntroductionSub-SaharanAfrica(SSA)isaregionthatsuffersfromincessantconflictsandpersistentunderdevelopment.Animportantfact
10、orincausingtheseconflictsandunderdevelopmentisexclusion.Wefollowthecommondefinitionofexclusionasaconditionorprocesstlroughwhichcertainindividualsorgroupsaresystematicallydeniedaccesstorights,opportunities,orresources,whichmaybeavailabletoothersegmentsofthepopulation.1Perceptionsofexclusionmaybemagni
11、fiedbyastatesfailuretoprovidebasicpublicservicesacrossdisparateregionssufficientlyand/orequitably.Unequalaccesstocleanwater,food,healthcare,education,andeconomicopportunitiescanmagnifyfeelingsofexclusionamongmarginalizedpopulations.Theseperceptionsofexclusion,inturn,mayleadtosocialstrifethatdisrupts
12、anationsgrowthefforts.ThisconsiderationisparticularlyimportantforSSA,becauseeconomicdevelopmentintheregionhasbeenconsistentlyderailedbypersistentconflicts.Theseconflictswereinpartinheritedfromtheregionscolonialpast,buttheyremainfueledbyethnic,religiouszandtribaldifferencesthathavemagnifiedproblemsfo
13、rpost-colonialnationstates.Whetherornotperceptionsofexclusionareindeedjustified-inotherwords,whetherornottheyareresultsofintentionallydiscriminatorypolicies-theyincreasethefrequencyandintensityofconflictsthathaveadverseeffectsoneconomicperformance.Therefore,ouranalysesarefocusedonperceptionsofexclus
