1、SU1.TANATEOFOMANROYA1.OMANPO1.ICE1.AWOFWEAPONSANDMUNITIONSINTRODUCTORYCHAPTERArticle(1):Inapplicationofprovisionsofthislawthefollowingwordsandexpressions,unlessthetextsoprovides,shallbearthemeaningagainsteach.1. Weapons:Theweaponsmeantforfirearms,theirammunition,bombsandinstrumentsdesignedbynatureto
2、inflictharmuponpersons.Alsothatincludestoolsandmachinerythatrepresentdangertogeneralsafety,ortobeusedinwar,especiallythosecontainedinthethreeattachedlistsandeverytoolthatiscategorizedasweaponbytheInspectorgeneralROPandCustoms.2. Firearms:Thefirearmsarethelethalweaponsfittedwithbarrelsofwhatsoeverdes
3、cription,thatcanfirebulletsorprojectilesandspeciallytheweaponswithsmoothorgroovedinsideofthebarrel.Includedwithinthisdefinitionaretheautomaticfiringweaponsreferredtointhesecondandthirdlistsattachedtothislaw,machinegunsandsubmachinegunswithrelevantammunitionsandmainparts,unlessthetextmeansotherwise.3
4、. Canons:Thisisabiggunwithlargesizemunitionsthatcausehugedamages.4. Machinegun:Thisisafirearmwithsustainedautomaticfirethatcausesmuchdamagemorethanofpistolsandrifles.5. Submachinegun:Thisisafirearmthatlookslikeriflethatyieldshighrateoffireautomatically.6. Whiteweapons:Thesearemeantforanytooldesigned
5、bynaturetoinflictharmonpeopleorcanposethreatonthegeneralsafetythataredetailedinlist(1)attachedhereinunlesscomprisedwithinOmaninationaldress.7. Munitions:Thismeansanyammunitionsdesignedforusebyanyfirearmthatincludegunpowder,bulletandcapsulewithanyothermaterialpreparedforloadingarmsortobefiredfromit.T
6、hisdefinitionalsoincludesanysubstancethatcontainsorgeneratesharmfulgasorliquiddeliveredbyafirearmorhandgrenadesorsimilarprojectileswhetherpreparedforusebyafirearmorotherwise.8. Majorcomponentsoffirearms:Thesearepartsofweaponswhichalthoughnotusefulifusedseparatelyasfirearm,buttheyaremainfactorstomake
7、theweaponafirearmlikethebarrel,bolt,boltgroupandcompartment.Partsthatarenotconsideredasmajorcomponentsincludetherifleorpistosmuzzleorthebuttforeachofthem.Article(2):Theprovisionsofthisarticlearenotapplicabletothefollowing:a. Thestate1sweaponsinthecustodyofSAF,ROPandotherSecurityagenciesinaccordancew
8、ithapplicableandrelevantlawsandregulations.b. MembersofmarksmanshipandorganizationslicensedtouseweaponsfortrainingpurposeswithintheplacesdeterminedbyInspectorGeneralROPandCustoms.c. Weaponslicensedfortradingorrepairsifpossessedbythevendororanyofstaffintheworkplace.d. Signalweaponswiththeirammunition
9、sifonboardships,aircraftsorairportsorseaportsaspartsoftheequipmentintheship,aircraft,airportorseaport.e. ThefireworkscoveredbytheRoyalDecreenumber28/77.Article(3):Itisprohibited,unlessapprovedbyInspectorGeneralROPandCustomsorwhomheeverauthorizes,toacquiretheweaponslistedinschedules(1,2and3)attachedt
10、othislaw.TheInspectorGeneralROPandCustomsiseligible,throughadeterminationissuedbyhimtoamendsuchlistswhetherbyadditionordeletionandinnowayitshallbepermissibletoacquireorbelicensedtopossessthefollowing:a)Machinegunsandguns,andheavyorlightmachineguns,b)Silencersandsightsfittedtofirearms.Article(4):Tobe
11、exemptedfromthelicensesprovisionsreferredtointhepreviousarticle,theweaponsthatarekeptaspartofcultureoracquiredasornamentsinsidehousesafterbeingdeterminedbytheInspectorGeneralROPandCustoms.Article(5):Withconsiderationtotheprovisionsofarticle(3)ofthislaw,itispermissiblethrougharrangementsbytheInspecto
12、rGeneralROPandCustomstoissuelicenseforacquiringfirearmsincludedwithinlists(2and3)subjectthatnumberoflicensedpiecesshallnotexceedthreeinaccordancewiththefollowingcriteria:a) Theconditionsforweapons1licensingareincludedinthelistnumber(2).1. TheapplicanttobeofOmaninationality.2. Agenotlessthan52years.3
13、. MedicallyfittocarrytheweaponasconditionsofmedicalfitnessandevidencethereofshallbeissuedbytheInspectorGeneralROPandCustomsincoordinationwithMinistryofHealth.4. Freeofmentalorpsychologicaldiseasesubjectthatapplicantshallpresentcertificatefromagovernmentallicenseddoctorifnecessary.b) Theconditionsfor
14、weapons1licensingareincludedinthelistnumber(3).1. TheapplicanttobeofOmaninationality.2. Agenotlessthan52years.3. MedicallyfittocarrytheweaponasconditionsofmedicalfitnessandevidencethereofshallbeissuedbytheInspectorGeneralROPandCustomsincoordinationwithMinistryofHealth.4. Passanexaminationin(safetypr
15、ecautionsandhandlingofweapons)whichconditionsaretobedeterminedbytheInspectorGeneralROPandCustoms.5. Tobeofgoodconductandwellmannered.6. Shallnotbeconvictedinacrimeormisdemeanorwhereusedaweaponorcarryingaweaponascommittingsuchcrimeormisdemeanor.7. Shallnotbeconvictedinanycrimefallingundercategoryofth
16、ecrimespertainingtonationalorstatesecuritywithinOmanicriminallaw.Article(6):Thenatureoflicensingispersonal,asitisnotpermissibletodeliverthelicensedweapontoothersbeforebeingpermittedtodosoaccordingtoarticle(5)ofthislaw.ItispermissiblebyadeterminationfromtheInspectorGeneralROPandCustomsissueoffirearmslicenseforclubsandorganizationsthatactivitiesnecessitateusingfirearms,subjectthatsuchweaponsandammunitionsshallbeunder
