3、lystressedthefocusofthework.Infact,inthe2Othcentury,theearly50s,thenewChinesegovernmenthasestablishedforthepeopleacrossthecountry,focusingonpreventionandintegratedChineseandWesternmedicine,masspreventionandpublichea11hpolicy.Asthepoliciesareeffective,theGovernmentattachesimportance,coupledwithmassma

6、ieveaveryoutstandingachievement.Inover50years,Chinaspercapitalifeexpectancyfrom36yearsto70yearsofage,shouldberegardedasChinaspublichealthpolicyagreatsuccess.Amartya.SenalsobelievesthatChinasreformandopeningupmorethan20yearsachievedgreatsuccess,thankstothenewChinesegovernmentpolicyofthepreviouslandre
7、form,universalprimaryeducationandtheprovisionofprimaryhealthcare.Thepost-independenceIndia,severalaspectssuchasChinaarenotWel1.Hefearsthatmarket-orientedreformandopeningupcouldweakentheChineseintheseareashasbeenachieveddominance.IsexactlythefactthatintheplannedeconomicsystemoftheChinesepeoplemakegre
8、atcontributionstothehealthofthepublichealthsystem,inthenewhistoricalperiod,failedtoadvancewiththetimes,thepaceofreformlaggingsigniFicantlybehind.PeekintotheSARS,toChinaspublichealthpolicyandhealthcaresystemposesaseverechailenge.TheSARScrisisrequiresustore-examineouroriginalpublichealthpolicies,drawi
9、ngontheperformanceofthoseinthefieldofpub)ichealthinthecountrysoutstandingsuccessstories.FranceasabigcountryinEuropewiththeEuropeanUnion,likeothermembersoftheimplementationofuniversalhealthinsurance,immunizationcoveragerateof100%.Patientspayonlyformedicalexpensesforminorillnessesof15%andtheremaining8
