3、heDecisionoftheStateCounciltoAmendCertainAdministrativeRegulationsonMarch2,2019)ChapterIGeneralProvisionsArticle 1 ThisRegulationisformulatedtoregulatethereliefofnaturaldisastersandsafeguardthebasiclivelihoodofvictims.Article 2 Thereliefofnaturaldisastersshallbecarriedoutbyobservingtheprinciplesofpe
4、opleorientation,leadershipofthegovernment,level-by-levelmanagement,socialmutualaidandtheself-rescuebyvictimsthemselves.Article 3 Theadministrativeleadersofthepeoplesgovernmentsatalllevelsshallbe行政领导负责制。国家减灾委员会负责组织、 领导全国的自然灾害救助 工作,协调开展重大自然灾 害救助活动。国务院应急管 理部门负责全国的自然灾 害救助工作,承担国家减灾 委员会的具体工作。国务院 有关部门按照各自职

6、rkofthewholenationandcoordinatethemajornaturaldisasterreliefactivities.TheemergencymanagementdepartmentundertheStateCouncilshallberesponsibleforthenaturaldisasterreliefworkofthewholenationandundertakethespecificworkoftheNationalDisasterReductionCommission.TherelevantdepartmentsundertheStateCouncilsh
7、allconducttheworkrelatedtothenationwidenaturaldisasterreliefwithintheirrespectivescopesoffunctionsandduties.第四条县级以上人 民政府应当将自然灾害救 助工作纳入国民经济和社 会发展规划,建立健全与自 然灾害救助需求相适应的 资金、物资保障机制,将人 民政府安排的自然灾害救 助资金和自然灾害救助工Thelocalpeoplesgovernmentsatorabovethecountylevelortheemergencycoordinationbodiesfornaturaldisaste
8、rrelief(hereinafterreferredtoastheemergencycoordinationbodiesn)ofthepeoplesgovernmentsshallorganizeandcoordinatethenaturaldisasterreliefworkintheirrespectiveadministrativeregions.Theemergencymanagementdepartmentsofthelocalpeople,sgovernmentsatorabovethecountylevelshallberesponsibleforthenaturaldisas
9、terreliefworkwithintheirrespectiveadministrativeregions.Otherrelevantdepartmentsofthelocalpeople,sgovernmentsatorabovethecountylevelshallconducttheworkrelatedtothereliefofnaturaldisastersintheirrespectiveadministrativeregions.Article4Thepeoplesgovernmentsatorabovethecountylevelshallincorporatethenat
10、uraldisasterreliefworkintotheirnationaleconomicandsocialdevelopmentplanning,establishmechanismstoguaranteethefundsandmaterialsneededforthereliefofnaturaldisasters,andincludethefundsallocatedforandtheexpendituresonthereliefofnaturaldisastersintotheirfiscalbudgets.Article5Villagerscommittees,neighborh
11、oodcommittees,theRedCross,charities,publicfoundationsandothersocialorganizationsshallassistthepeople,sgovernmentinthereliefofnaturaldisasters.Thestateencouragesandleadsentitiesandindividualstomakedonationsforthereliefofnaturaldisasters,providevoluntaryservicesandparticipateinothersuchactivities.Arti
12、cle6Thepeoplesgovernmentsatalllevelsshallstrengthenthepublicityofandeducationaboutthepreventionandreductionofdisastersandimprovepeople,sawarenesstopreventdisastersandavoiddangersandtheirabilitiestohelpthemselvesandeachother.V川agerscommittees,neighborhoodcommittees,enterprisesandpublicinstitutionssha
13、ll,inlightoftherequirementsofthelocalpeople,sgovernmentsandtheirownactualsituations,publicizeandpopularizeemergencyknowledgeaboutthepreventionandreductionofdisasters.Article7Entitiesandindividualsthatmakeoutstandingcontributionstothereliefofnaturaldisastersshallbecommendedandrewardedundertherelevant
14、stateprovisions.ChapterIlPreparatoryWorkfortheReliefofDisasters作经费纳入财政预算。第五条村民委员 会、居民委员会以及红十字 会、慈善会和公募基金会等 社会组织,依法协助人民政 府开展自然灾害救助工作。国家鼓励和引导单位和个 人参与自然灾害救助捐赠、 志愿服务等活动。第六条各级人民政 府应当加强防灾减灾宣传 教育,提高公民的防灾避险 意识和自救互救能力。村民委员会、居民委员会、 企业事业单位应当根据所 在地人民政府的要求,结合 各自的实际情况,开展防灾 减灾应急知识的宣传普及 活动。第七条对在自然灾 害救助中作出突出贡献的 单位和个
15、人,按照国家有关 规定给予表彰和奖励。第二章救助准备第八条县级以上地 方人民政府及其有关部门 应当根据有关法律、法规、 规章,上级人民政府及其有 关部门的应急预案以及本 行政区域的自然灾害风险Article8Thelocalpeoplesgovernmentsatorabovethecountylevelandotherrelevantdepartmentsthereofshallmaketheirownemergencyplansforthereliefofnaturaldisastersaccordingtotherelevantlaws,regulationsandrules,theem
