4、QianhaiShenzhen-HongKongModernServiceIndustryCooperationZone(Planning)isapprovedinprinciple.Pleaseconscientiouslyorganizetheimplementationthereof.国务院关于前海深港现代服务业合作区总体发展规划的批复（国函（2023）144号）广东省人民政府、国家发展改革委：你们关于报请审批前海深港现代服务业合作区总体发展规划（送审稿）的请示收悉。现批复如下：一、原则同意前海深港现代服务业合作区总体发展规划（以下简称规划），请认真组织实施。11.Intheimplem
5、entationofthePlanning,theguidanceofXiJinpingThoughtonSocialismwithChineseCharacteristicsforaNewErashallbeadheredto,thespiritofthe20thCPCNationalCongressshallbefurtherimplemented,thegeneralprincipleofpursuingprogresswhileensuringstabilityshallbeadheredto,thenewdevelopmentconceptshallbeimplementedinac
6、omplete,accurate,andcomprehensivemanner,theconstructionofanewdevelopmentpatternshallbeaccelerated,effortsshallbeconcentratedonpromotinghigh-qualitydevelopment,developmentandsafetyshallbecoordinated,reformandopeningupshallbedeepenedandinstitutionalinnovationshallbestrengthened,pilotprogramsshallbecon
7、ductedundertheframeworkof“onecountry,twosystems/focusshallbeputonthemodemserviceindustry,HongKongsadvantageousfield,ioacceleratethepromotionoftheintegrationandmechanismconnectionwithrulesofHongKongandMacao,thecollaborativeandcoordinateddevelopmentmodelsshallbefurtherenriched,andmanagementsystemsandm
8、echanismsshallbeexploredandimprovedtobuildapilotplatformforcomprehensivelydeepeningreformandinnovationoftheGuangdong-HongKong-MacaoGreaterBayAreaandagatewayhubIbrhigh-levelopeningupandenablethemtoplayabiggerroleindeepeningShenzhen-HongKongcooperation,supportingHongKongseconomicandsocialdevelopment,a
9、ndparticipatingininternationalcooperationatahighlevel.III. ThePeoplesGovernmentofGuangdongProvinceshalleffectivelystrengthentheorganizationandleadershipoftheimplementationofthePlanning,enhancetheguidanceandcoordinationofmajorissuesinthereformanddevelopmentof二、规划实施要以习近平新时代中国特色社会主义思想为指导，深入贯彻党的二十大精神，坚持
10、稳中求进工作总基调，完整、准确、全面贯彻新发展理念，加快构建新发展格局，着力推动高质量发展，统筹发展和安全，深化改革开放、强化制度创新，在“一国两制”框架下先行先试，聚焦现代服务业这一香港优势领域，加快推进与港澳规则衔接、机制对接，进一步丰富协同协调发展模式，探索完善管理体制机制，打造粤港澳大湾区全面深化改革创新试验平台，建设高水平对外开放门户枢纽，在深化深港合作、支持香港经济社会发展、高水平参与国际合作方面发挥更大作用。三、广东省人民政府要切实加强对规划实施的组织领导，强化对前海深港现代服务业合作区改革发展中重大问题的指导和协调，加强对实施情况的检查督促。深圳市人民政府要明确工作分工，落实工
11、作责任，制定年度工 作计划和专项推进方案，优化资源要素配置予以重点保 障，把规划各项任务落到实处。前海深港现代服务业 合作区要切实履行主体责任，全力做好规划实施各项 工作，及时总结提炼好的政策措施和做法，形成可复制可 推广的经验。四、国务院有关部门要结合各自职能加大政策保障和 指导支持力度。国家发展改革委要加强统筹指导和督促服 务，协调解决前海深港现代服务业合作区改革发展中遇到 的困难和问题，重大事项及时向党中央、国务院请示报 告。国务院theQianhaiShenzhen-HongKongModemServiceIndustryCooperationZone,andstrengthenthe
12、inspectionandsupervisionoftheimplementationthereof.TheShenzhenMunicipalPeoplesGovernmentshallclarifythedivisionofwork,implementworkresponsibilities,developannualworkplansandspecialpromotionplans,providekeyguaranteefortheoptimizationoftheallocationofresourcefactors,andeffectivelyimplementvarioustasks
13、ofthePlan.TheQianhaiShenzhen-HongKongModernServiceIndustryCooperationZOneshalleffectivelyfulfillitsresponsibilities,sparenoeffortineffectivelyconductingvarioustasksconcerningtheimplementationofthePlanning,andsummarizeandextractgoodpolicies,measuresandpracticesinatimelymannertoformtheexperiencethatca
14、nbereplicatedandpromoted.IV. RelevantdepartmentsoftheStateCouncilshallstrengthenpolicyguaranteeandguidanceandsupportaccordingtotheirrespectivefunctions.TheNationalDevelopmentandReformCommissionshallstrengthenoverallguidanceandsupervisionservices,coordinateinsolvingthedifficultiesandproblemsencounteredinthereformanddevelopmentoftheQianhaiShenzhen-HongKongModernServiceIndustryCooperationZone,andreportimportantmattersforinstructionstotheCPCCentralCommitteeandtheStateCouncilinatimelymanner.StateCouncilDecember10,20232023年12月10日
