3、cil)MinistryofCivilAffairs:Yourrequestforinstructionsonexpandingthepilotprogramofcross-provincialgovernmentservicesforthemarriageregistrationofMainlandresidentshasbeenreceived.Thefollowingofficialreplyisherebygiven:I. TheStateCouncilapprovestheexpansionofthepilotprogramofcross-provincialgovernmentse
4、rvicesforthemarriageregistrationofmainlandresidents.Aftertheadjustment,thepilotprogramofcross-provincialgovernmentservicesformarriageregistrationanddivorceregistrationshallbelaunchedin21provinces(autonomousregionsor你部关于扩大内地居民婚姻登记“跨省通办”试点的请示收悉。现批复如下：一、同意扩大内地居民婚姻登记“跨省通办”试点。调整后，在北京、天津、河北、内蒙古、辽宁、上海、江苏、浙

6、ingxia.二、在试点地区，相应暂时调整实施婚姻登记条 例第四条第一款、第十条第一款的有关规定（目录附 后）。调整后，双方均非本地户籍的婚姻登记当事人可以 凭一方居住证和双方户口簿、身份证，在居住证发放地婚 姻登记机关申请办理婚姻登记，或者自行选择在一方常住 户口所在地办理婚姻登记。三、试点期为自批复之日起2年。II. 7、rriageRegistration(thecatalogueofwhichisattachedbelow)shallbetemporarilyadjustedaccordingly.Aftertheadjustment,partiestomarriageregistration,bothofwhomdonotundergohouseholdregistrationlocally,mayundergomarriageregistrationatthemarriageregistrationauthorityattheplacewheretheresidencepermitofeitherpar
8、tyisissuedbypresentingtheresidencepermitofeitherpartyandthehouseholdregistersandidentificationcardsofbothparliesorchooseattheirowndiscretiontoundergomarriageregistrationattheplaceofresidenceregistrationofeitherparty.III. 11、lationonMarriageRegistrationImplementationAdjustmentParagraph1ofArticle4:ForthemarriagebetweentwoMainlandresidents,boththemanandthewomanshallappeartogethertoundergothemarriageregistrationwiththemarriageregistrationauthorityattheplaceofresidenceregistrationofeitherparty.Aftertheadjustment,partiestoma
12、rriageregistration,bothofwhomdonotundergohouseholdregistrationlocally,mayundergomarriageregistrationatthemarriageregistrationauthorityattheplacewheretheresidencepermitofeitherpartyisissuedbypresentingtheresidencepermitofeitherpartyandthehousehold婚姻登记条例调整实施情况第四条第一款内地居民结婚，男女双方应当共同到一方当事人常住户口所在地的婚姻登记机关办
13、理结婚登记。第十条第一款内地居民自愿离婚的，男女双方应当共同到一方当事人常住户口所在地的婚姻登记机关办理离婚登记。调整后，双方均非本地户籍的婚姻登记当事人可以凭一方居住证和双方户口簿、身份证，在居住证发放地婚姻登记机关申请办理婚姻登记，或者自行选择在一方常住户口所在地办理婚姻登记。试点过程中，民政部要指导试点地区进一步加强婚姻登记管Paragraph1ofArticleregistersand10:WheretwoidentificationcardsofMainlandresidentsbothpartiesorchooseatdesireadivorce,boththeirowndiscr
