15、ievetheSDGsby2030.Toaddressthisgap,governmentshaveimplementedrecoveryprogramswiththesupportoftheAsianDevelopmentBankandothermultilateralandbilateraldevelopmentpartners.Theirimmediatefinancialresponsepackageshelpedtoalleviatethepublichealthcrisisanditsconsequencesontherealsector.However,substantiallymoreprivatesectorfinancingisrequiredtoaddresstheenormousneedsforeconomicrecoveryandmitigateadversedevelopmentimpacts.Historyhasshownthatacrisiscanbecomeanopportunityifthedisruptionsorshockscompelreformsthatwouldotherwisenotbeconsideredfeasibleundernormal
