2、rantineofFoodandFeed(hereinafterreferredtoasMeasures)isformulatedby1.awofPeoplesRepublicofCThinaontheImPOrlandEXPOrtCommodityInspectionanditsimplementingregulations,1.awofChinapeoplesRepublicontheEntryandExitAnimalandPlantQuarantineanditsimplementingregulations.1.awofthePeoplesRepublicofChinaonFoodH
3、ygieneandAdministrativeMeasuresforEntryandExitInSPeCIionandQuarantineofFoodandFeed(DecreeNo.7,2001,GeneralAdministrationofQualitySupervision.InspectionandQuarantineofPRC.hereinafterreferredtoasAQSlQ)andotherrelevantlawsandregulationrequirements.Article2ThisMeasuresappliestotheinspection,quarantinesu
4、pervisionandadministrationoftradeandnon-lradc(bodandfeedthroughShanghaiports(includestransit)Article3ThetermOffoodinhisMeasuresreferstograincereal(suchaswheat,com,rice,barley,rye,oats,sorghum,etc.),legume(suchassoybeans,greenbeans,peas,beans,broadbeans,chickpeas,etc.),potato(suchaspotatoes,cassava,s
5、weetpotatoes,etc.),othergrainandoilseedcrops(non-breeding)anditsprocessedproducts(suchasrice,mail,flour,etc.);ThetermofIeedrefersafterprocessingby-roduc(sofgrainandoil(suchaswhealbran,soybeanmeal,soybeanmeal,etc.).ThetermofcerealwhichinvolvesinbusinessdivisioninthisMeasuresreferstowheat,barley(inclu

8、nistrationoflargeshipmentofbulkcerealsoutwardthroughShanghaix)rts.Theinspectionandquarantinebranchesarcresponsibleftrthecntry-exilinspection,quarantine.SUPerViSiOnandadministrationoffoodandfeed(notspecifiedabovecereal)withintheirrespectiveareas.ChapterIIApprovalofEntryQuarantineArticle5AccordingtoIh
9、eAQSIQDecreeNo.25,ontheAdministrativeMeasuresfortheEntryAnimalandPlantQuarantine;AQSIQAnnouncementNo.2,2002,Approval1.istofInspectionandQuarantineonEntryAnimalandPlantandtherequirementsofQS1QAnnoUnCementNo.l11,2004.ThecancellationofEntryQuarantineofsomeAnimalandPlant,thecargoownerorhis/heragentshoul
10、dapplyforthequarantineandapprovalbeforesigninganytradecontract.Thegoodsarcdefinedasfollowing:grainccrcalincludeswheat(fromnon-infectcdareasorunbanned),corn.rice,barley,rye.oats,sorghum,etc.legumeincludessoybeans,greenbeans,peas,beans,broadbeans,chickpeas,etc.potatoincludespotatoes,cassava,sweetpotat
11、oes,etc.feedincludesafterPrOCCsSingby-p11luclsofgrainandoil(suchaswheatbran,soybeanmeal,soybeannwal.ctc.).Article 6 ThePre-approvalProceduresOfQuarantine(1) .Theapplicantapplyandobtaindigitalcertificates(IKWY)fromBcijingXinChengTongDigitalIechnologyCo.1.td.(iTowNet.).andinstalltheapplicationplatform
12、.Applicantapplies(heregistrationfromtheinspectionandquarantinebureaubranchwherehc/shclocatedin.(2) .TheapplicantfillstheE-pageofAnimalandPlantQuarantineEntrjPermitpplicationForm,submitstoDivisionforSupervisiononAninIalandPlantorDivisionforSupervisiononFoodSafely,SH-AQSIQforPer-approvalapplication,an
13、dprovidesthepreventionmeasuresofproduction,PrOCCSSingsitesandtransportation,PrOCCsSingandotheraspectsafterenteringthecountry,providesapplicantsproofoflegalstatus(copy)andotherrelevantinformation(3) .RegardingtheIbodandfeedwhichtheentrydestinationisShanghai,DivisionforSupervisiononAnimalandPlantorDiv
14、isionforSUPCrViSiOnonFockISafely.SH-AQSIQshouldfollowtheAQSIQDecreeNo.25.ontheAdministrativeMeasuresfortheEmrynimalandPlantQuarantine,inspectandexamwhethertheimportvolumeisconsistentwiththeprocessingandPrOdUCliOncapability,whetherthetransportation,processing,handlingandotheraspectsmeettheanimalandpl
15、antinspectionandquarantinerequirements.Ifthcfoodandfeedhasaseconddestinationwithinthecountrj,.DivisionforSuperviskmonFoodSafety.SH-AQSIQshouldnotethedestinedAQSlQbureautoexam,inspectandissuethecorporateassessmentreportofprocessusecntcrises.(4) .Iftheapplicationqualifiedpre-approvalassessment.SHAQSIQ
16、issuesThcDecisionNoteofAccepting/Xdministrative1.icenseapplication,DivisionforSUPerViS沁nonAnimalorPlantorDivisionforSuen,isiononFoodSafetysignsforpreliminaryviewsandsubmitstoPRCAQSIQ.Thepre-approvalinstitutionshouldsaveandkeepallapplicationdocumentsphysically.Iftheapplicationunqualifiedpre-approvalassessment.SHAQSIQissues,TeDecisionNoteofUnacceptingAdministrative1.icensealicaiion,.Allapplicationdocumentsshouldberetur
