9、证书核发和交易规则Ru1.esfortheIssuanceandTradingofRenewab1.eEnergyGreenE1.ectricityCertificates第一章总则Chapter I Genera1.Provisions第一条为规范可再生能源绿色电力证书（GreenE1.ectricityCertificate（GEC）,以下简称绿证）核Artic1.e1TheseRu1.esaredeve1.opedinaccordancewiththeNoticebytheNationa1.Deve1.opmentandReformCommission,theMinistryofFina
10、nce,andtheNationa1.EnergyAdministrationofEffective1.yComp1.etingtheFu1.1.CoverageofRenewab1.eEnergy发和交易，依法维护各方合法权益，根据国家发展改革委财政部国家能源局关于做好可再生能源绿色电力证书全覆盖工作促进可再生能源电力消费的通知（发改能源（2023）1044号）等要求，制定本规则。GreenE1.ectricityCertificatestoPromoteRenewab1.eEnergyE1.ectricityConsumption(No.10442023,NDRC)andotherre1.
11、evantrequirementsforthepurposesofregu1.atingtheissuanceandtradingofRenewab1.eEnergyGreenE1.ectricityCertificates(GECs)andsafeguardingthe1.awfu1.rightsandinterestsofa1.1.partiesinaccordancewiththe1.aw.笫二条本规则适用于我国境内生产的风电（含分散式风电和海上风电）、太阳能发电（含分布式光伏发电和光热发电）、常规水电、生物质发电、地热能发电、海洋能发电等可再生能源发电项目电量对应绿证的核发、交易及相关

13、otovo1.taicpowergenerationandso1.artherma1.powergeneration),conventiona1.hydropowergeneration,biomasspowergeneration,geotherma1.powergeneration,andoceanenergypowergenerationwithintheterritoryofChina.第三条绿证是我国可再生能源电量环境属性的唯一证明，是认定可再生能源电力生产、消费的唯一凭证。绿证核发和交易应坚持“统一核发、交易开放、市场竞争、信息透明、全程可溯”的原则，核发由国家统一组织，交易面向社
