InordertostrengthentheadministrationoftheInternationalEducationCollege(hereafterreferredastheCollege),maintainnormalacademicorderandlivingenvironment,buildacivilizedcampusande
2、ducatetheforeignstudentstoobservetheregulationsandabidebythelaw,XXUniversityofTCM(hereafterreferredastheUniversity)hasformulatedtheserulesandregulationsinaccordancewithXXUniversityofTCMPenaltiesforViolatingtheRulesandRegulationsandtheactualitiesoftheCollege.第一条为加强学院管理，维护正常的教学秩序和良好的学习、生活环境，建设文明校园，教育广
3、大留学生遵纪守法，在XX理工大学学生违纪处分暂行规定基础上，结合我院实际情况，制定本条例。2. Thesedisciplinaryactionsandsanctionsshallapplytothosewhoareofficiallyregistereddegree-seeking,ornon-degreeforeignstudentsandstudentsfromHongKong,TaiwanorMacaowhentheyarefoundtohaveviolatedtherulesandregulations.第二条本条例适用于XX理工大学具有正式学籍的留学生、港澳台学生及进修生。3. Th
4、eCollegeshalldealwiththosewhoviolatetherulesoftheUniversityontheprinciples:1) ofequity,fairnessandjustice,2) ofcombiningeducationwithpunishment,3) andofsafeguardingthestudents9rightofappeal.第三条违纪处分坚持公平、公开、公正原则；坚持教育与处分相结合原则；坚持学生的申诉权保障原则。4. Thesedisciplinaryactionsandsanctionsshallalsoapplytothosewhov
5、iolatetheruleswhenengaginginclinicalpracticeinhospitalsorothersocialactivitiesoffthecampus.第四条学生在校外参加临床实习、社会实践等社会活动中有违纪行为，参照本条例给予纪律处分。PartIITypesandApplicationofPenalties第二章处分种类和运用5. ThosewhoarefoundtohaveviolatedtherulesoftheUniversityshallbegiventhefollowingsanctionsdependingoncircumstanceslikethe
6、seriousnessofconduct,attitudetowardshisorheractandbehaviorofrepentanceetc.1) Disciplinarywarning-Awrittenstatementtothestudentthathis/herbehaviorisinviolationoftherules.Thestatementclarifiesexpectedfuturebehavior.Furthermisconductmaybetreatedwithmoreserioussanctions.ArecordoftheDisciplinarywarningsh
7、allbemaintainedinthedisciplinaryfiles.2) Demeritrecord-Itisanindicationthathis/herbehaviorisinseriousviolationoftherulesandfurtherviolationshallresultinmoreseveredisciplinaryaction,uptoandincludingDisciplinaryProbationorexpulsionfromtheUniversity.TheDemeritshallbepublishedonthecampusnoticeboardandsh
8、allbenotedintheStudenfstranscript.3) Disciplinaryprobation-Thissanctionisanofficialwarningthatthestudent,sconductisinviolationofUniversityregulationsorgovernmentlaws.Studentsplacedondisciplinaryprobationaredeemednotingoodstanding99withtheUniversity.Thedurationwillbeafullcalendaryearandadditionalstip
9、ulationsshallbeenforced.Additionalstipulationsshallbe,butarenotlimitedto,suspensionofrightsandprivileges,suspensionofeligibilitytoparticipateinscholarshiporanyotherawardofexcellenceselection,andnotationonthestudent,stranscript.Duringtheperiod,reportedviolationsoftheruleswillresultinExpulsion.Astuden
10、tmaypetitiontohavetheprobationliftedand/orthenotationremovedfromthetranscript.Thispetitionwillnotbeacceptableifsubmittedsoonerthanonecalendaryearfromthedatetheprobationbegan.Disciplinaryprobationshallnotbeapplicabletothosewhohaveonlyoneyeartograduate.4) Expulsion-Thisresultinpermanentterminationofst
11、udentstatuswithoutpossibilityofreadmission.PermanentnotationofthisactionshallberecordedonthetranscriptandthestudentisbarredfromtheUniversity.Therearesupplementarysanctionswhicharedescribedasfollows:5) Compensationforlosses;6) Fine;7) Confiscationofprohibitedarticles.Supplementarysanctionsmaybeimpose
12、dindependently.第五条学生违反校纪校规，视情节轻重，认错态度，悔改表现等，给予下列之一的处分：一、警告二、记过三、留校察看四、开除学籍除以上纪律处罚外，附加处罚如下：第2页共10页五、赔偿损失六、罚款七、没收违禁物品附加处罚也可以独立适用。6. Sanctionsforactsviolatingtherulesshallbemitigatedunderanyofthefollowingcircumstances:1) whenthoseresponsiblevoluntarilyadmittheirmistakes9havebehaviorsofrepentanceandcorr
13、ectthemintime;2) whenthoseresponsiblewerecoercedorinducedbyothersandthenvoluntarilyassisttheCollegetoinvestigatetheincident;3) orwhenthecircumstancesareobviouslyminorandtheharmdoneisnotserious.第六条违纪者有下列情形之一者，应当减轻处分。1)、能主动承认错误，如实交待错误事实，检查认识深刻，有悔改表现者；2)、确系他人胁迫或诱骗，并能主动协助学校有关部门弄清事实真相、认错态度较好者；3)、其他根据违纪情节
14、、违纪后果等可从轻处分者。7. Heavierpenaltiesshallbegivenforactsviolatingtherulesunderanyofthefollowingcircumstances:1) Whenthoseresponsiblerefusetoadmitmistakeandshowabadattitudetowardsthemanagement;2) Whenthoseresponsiblehavebeenrepeatedlypunishedandrefusetoamend.3) Whenthoseresponsibletakerevengeontheinforman
15、tsorwitnesses;4) WhenthoseresponsiblecommittheactagainstdisciplinegangingtogetherwithpeopleoutsidetheUniversity;5) Whenthoseresponsibleactasaheadduringthegroupviolation;6) whenthoseresponsiblehavealreadyreceiveddisciplinarywarningordemeritrecordonceandthencommitanactagainstdisciplineagain;Expulsions
16、hallbeimposedonthosewhohavealreadyreceiveddemeritrecordtwiceduringhisorherstayintheUniversityandthencommitviolationagain;7) WhenactshavecausedrelativelyseriousconsequencesorincurredadverseeffectontheUniversity;8) Anyonewhoreceivesdisciplinarysanctionshallbegivensuchadditionalpunishments:(a) ThosewhoreceiveWarning,DemeritRecordorDisciplinaryProbationshallbecancelledthequalification
