11、tialchallengesforgovernmentsandpolicymakers.Asourenergysystemprogressivelyelectrifies,theneedforincreasedsystemflexibilityanddemand-responsemeasuresbecomesessentialindeliveringasecure,reliableandaffordableenergyfuture.Thisreportoutlinesthewaysinwhichenergyefficiencypoliciescanevolvetodelivertheenerg
12、ysystemthatisneededforrapidchangenowandfortheenergysystemofthefuture.Thekeymessagesare: Whendesignedtodoso,energyefficiencypoliciesresultinginareductioninoverallenergyintensitycanalsodelivertheflexibility,managementanddemand-responsethatarenecessarytoacceleratecleanenergytransitions. Energyefficienc

15、emandfocusonthewayinwhichpeopleengagewiththeenergysystem,whetherthroughtakingdeliberatedecisionsorthroughpromptedactionsorbehaviours.Thisreportguidespolicymakerstowardsthedevelopmentofpoliciesthatincorporateflexibilityandengagementleverstohastenthedeliveryoftheenergysystemrequiredforcleanenergytransitions.Thechallengeisconsiderablebut,asthisreportdemonstrates,governmentshavealreadybeguntheprocessoftransformingtheirenergyefficiencypoliciestoaddressit.Whafsmore,governmentshavethetools,technologiesandmeasuresavailabletodaytonotonlyhelpmeetthechallengebuttoincrease
