5、姻登记“跨省通办”试点工作的请示收悉。现批复如下：为加快推进政务服务“跨省通办”，满足群众在非户籍地办理婚姻登记的需求，推进婚姻登记制度改革，增强人民群众获得感、幸福感，同意在辽宁省、山东省、广东省、重庆市、四川省实施结婚登记和离婚登记“跨省通办”试点，在江苏省、河南省、湖北省武汉市、陕西省西安市实施结婚登记“跨省通办”试点。在试点地区，相应暂时调 整实施婚姻登记条例第四条第一款、第十条第一款的 有关规定（目录附后）。调整后，双方均非本地户籍的婚 姻登记当事人可以凭一方居住证和双方户口簿、身份证， 在居住证发放地婚姻登记机关申请办理婚姻登记，或者自 行选择在一方常住户口所在地办理婚姻登记。试点

7、sthepilotprogramofcross-provincialgovernmentservicesformarriageregistrationinJiangsuProvince,HenanProvince,WuhanCityinHubeiProvince,andXi,anCityinShaanxiProvince.Intheregionsunderthepilotprogram,theimplementationoftherelevantprovisionsofparagraphIofArticle4andparagraph1ofArticle10oftheRegulationonMa
8、rriageRegistration(thecatalogueofwhichisattachedbelow)shallbetemporarilyadjustedaccordingly.Aftertheadjustment,partiesregisteringamarriage,bothofwhomdonotundergohouseholdregistrationlocally,mayundergomarriageregistrationatthemarriageregistrationauthorityattheplacewheretheresidencepermitofeitherparty
9、isissuedbypresentingtheresidencepermitofeitherpartyandthehouseholdregistersandidentificationcardsofbothparties,orchooseattheirowndiscretiontoundergomarriageregistrationattheplaceofresidenceregistrationofeitherparty.Thetermofthepilotprogramshallbetwoyears,commencingfromJune1,2021untilMay31,2023.Annex

12、rriageRegistrationImplementationAdjustmentParagraph1ofArticle4:ForthemarriagebetweentwoMainlandresidents,boththemanandthewomanshallappeartogethertoundergothemarriageregistrationwiththemarriageregistrationauthorityattheplaceofresidenceregistrationofeitherparty.Aftertheadjustment,partiesregisteringama
13、rriage,bothofwhomdonotundergohouseholdregistrationlocally,mayundergomarriageregistrationatthemarriageregistrationauthorityattheplacewheretheresidencepermitofeitherpartyisissuedbypresentingtheresidencepermitofeither婚姻登记条例调整实施情况第四条第一款内地居民结婚，男女双方应当共同到一方当事人常住户口所在地的婚姻登记机关办理结婚登记。第十条第一款内地居民自愿离婚的，男女双方应当共同到一
14、方当事人常住户口所在地的婚姻登记机关办理离婚登记。调整后，双方均非本地户籍的婚姻登记当事人可以凭一方居住证和双方户口簿、身份证，在居住证发放地婚姻登记机关申请办理婚姻登记，或者自行选择在一方常住户口所在地办理婚姻登记。试点过程中，民政部要指导试点地区进一步加强婚姻登记管理信息系统升级改造，着力提升婚姻登记信息化水平；充分发挥全国一体化政务服务平台公共支撑作用，强化部门间信息共享，完善Paragraph1ofArticle10:WheretwoMainlandresidentsdesiredivorce,boththemanandthewomanshallappeartogethertounde
