5、fyingprocedures,decentralizingpowers,combiningdecentralizationwithappropriatecontrol,andoptimizingservices“andoptimizing国务院办公厅关于全面实行行政许可事项清单管理的通知(国办发(2022)2号)各省、自治区、直辖市人民政府，国务院各部委、各直属机构：行政许可是政府依法管理经济社会事务的重要手段。全面实行行政许可事项清单管理，是深化“放管服”改革优化营商环境的重要举措，有利于明晰行政许可权力边界、规范行政许可运行，为企业和群众打造更加公平高效的审批环境，对于推进政府治理体系和
6、治理能力现代化意义重大。为做好全面实行行政许可事项清单管理工作，经国务thebusinessenvironment,isconducivetodefiningthescopeof院同意，现通知如下：administrativelicensingpower,regulatingtheoperationofadministrativelicensing,andcreatingafairerandmoreefficientapprovalenvironmentforenterprisesandthepeople,andissignificantforpromotingthemodernization
7、ofgovernmentgovernancesystemandgovernancecapacity.Forthepurposesofeffectivelycarryingouttheworkoffullyimplementingthelist-basedmanagementofadministrativelicensingitems,withtheapprovaloftheStateCouncil,itisherebynotifiedasfollows:1.GeneralRequirements一、总体要求(1) Guidingideology.UndertheguidanceofXiJinp

9、gtherefbnofttSimplifyingprocedures,decentralizingpowers,combiningdecentralizationwithappropriatecontrol,andoptimizingservices”andoptimizingthebusinessenvironmentshallbediligentlycarriedout,therelationshipsbetweenthegovernmentandthemarketandbetweenthegovernmentandthesocietyshallbecorrectlyhandled,the

12、 Workobjectives.Beforetheendof2022,thesystemofthelistofadministrativelicensingitemsfeaturingnationwideplanning,level-by-levelassumptionofresponsibilities,unifieditems,andclearrightsandresponsibilitiesshallbeformed,thelistofadministrativelicensingitemsatthenational,provincial,city,andcountylevelsshal
13、lbepreparedandissued,alllawfullydeterminedadministrativelicensingitemsshallbeincludedinthelistformanagement,andadministrativelicensingitemsbeyondthelistshallnotbeimplemented.Foritemsinthelist,thespecificationsfortheimplementationofadministrativelicensingitemsshallbeprepareditembyitem,andthestandardi
14、zationlevelofadministrativelicensingshallbesubstantiallyenhanced.Duringthe14thFive-YearPlanperiod,thesameitemshallbemanagedbasedonthesameelementsandprocessedaccordingtothesamestandardsindifferentregionsandatdifferentlevels.11. Preparingthelistsofadministrativelicensingitemsinaccordancewiththelaw(3)
15、Theresponsibilitiesforthepreparationoflistsshallbespecified.TheLeadingGroupOfficeoftheStateCouncilforAdministrativeApprovalSystemReformshallberesponsibleforarrangingforrelevantdepartmentsoftheStateCounciltopreparetheListofAdministrativeLicensingItemsDeterminedbyLaws,AdministrativeRegulations,andDeci
16、sionsoftheStateCounciLwhichshallbeissuedtothepublicafterbeing（二）工作目标。2022年底前，构建形成全国统筹、分级负责、事项统一、权责清晰的行政许可事项清单体系，编制并公布国家、省、市、县四级行政许可事项清单，将依法设定的行政许可事项全部纳入清单管理，清单之外一律不得违法实施行政许可。对清单内事项逐项编制完成行政许可实施规范，大幅提升行政许可标准化水平，“十四五”时期基本实现同一事项在不同地区和层级同要素管理、同标准办理。二、依法编制行政许可事项清单（三）明确清单编制责任。国务院审改办负责组织国务院有关部门编制法律、行政法规、国务院决定设定的行政许可事项清单，报国务院审定后向社会公布。县级以上地方人民政府牵头推进行政审批制度改革工作的机构（以下称审改牵头机构）负责组织梳理上级设定、本地区实施的行政许可事项和本地区地方性法规、省级政府规
