5、022）89号）国家发展改革委、民政部：你们关于建立行业协会商会改革发展部际联席会议制度的请示收悉。经国务院同意，现函复如下：国务院同意建立行业协会商会改革发展部际联席会议制度。联席会议不刻制印章，不正式行文，请按照党中央、Commerce,inwhichtheNationalDevelopmentandReformCommissionwilltakethelead.TheJointMeetingshallneitherhaveitsofficialsealnorshallitofficiallyissuedocuments.TheworkoftheJointMeetingshallbecon
6、scientiouslyorganizedandconductedaccordingtotheguidingprinciplesoftherelevantdocumentsoftheCPCCentralCommitteeandtheStateCouncil.Thejointworkinggroupfordecouplingindustryassociationsandchambersofcommercefromadministrativeauthoritiesshallbecanceledconcurrently.Annex:Inter-MinisterialJointMeetingSyste

9、会商会改革发展部际联席会议制度为贯彻落实党中央、国务院关于深化行业协会商会改革决策部署，加强对行业协会商会改革发展工作的统筹协调，经国务院同意，建立行业协会商会改革发展部际联席会议（以下简称联席会议）制度。一、主要职责在党中央、国务院领导下，指导和推动行业协会商会深化 改革和转型发展，加强对深化行业协会商会管理体制改 革、促进行业协会商会健康规范发展等工作的统筹协调； 研究制定有关政策措施，协调解决行业协会商会改革发展 中的重点难点问题，持续营造有利于行业协会商会积极发 挥作用的良好环境；协调解决行业协会商会与行政机关脱 钩改革未尽事宜，巩固脱钩改革成果：加强部门协作配 合，指导督促各地区、各

MainResponsibilitiesUndertheguidanceoftheCPCCentralCommitteeandtheStateCouncil,effo
11、rtsshallbemadetoguideandpromotethedeepeningofthereformandthetransformationanddevelopmentofindustryassociationsandchambersofcommerce,strengthentheoverallplanningandcoordinationfortheworksuchasdeepeningthereformofthemanagementsystemforindustryassociationsandchambersofcommerceandpromotingthehealthyandw
12、ell-regulateddevelopmentofindustryassociationsandchambersofcommerce,conductresearchonanddeveloprelevantpoliciesandmeasures,coordinateeffortstoaddressimportantandchallengingissuesinthereformanddevelopmentofindustryassociationsandchambersofcommerce,continuetocreateagoodenvironmentthathelpsindustryasso
13、ciationsandchambersofcommercetoleveragetheirpositiveroles,coordinateeffortstoresolvethoseissuesnotcoveredinthereformofdecouplingindustryassociationsandchambersofcommercefromadministrativeagenciesandconsolidatetheresultsofsuchreform,strengthenthecooperationandcollaborationofdepartments,guideandsuperv
14、isealllocalauthoritiesandallrelevantdepartmentsinimplementingtherelevanttasks,andcompleteothermattersassignedbytheCPCCentralCommitteeandtheStaleCouncil.二、成员单位II. MemberEntities联席会议由国家发展改革委、民政部、中央组织部、中央 和国家机关工委、外交部、工业和信息化部、财政部、农 业农村部、国务院国资委、市场监管总局等10个部门和单 位组成，国家发展改革委、民政部为牵头单位。TheJointMeetingconsistso

16、MinistryofAgricultureandRuralAffairs,theState-ownedAssetsSupervisionandAdministrationCommissionoftheStateCouncil,andtheStateAdministrationforMarkelRegulation,inwhichtheNationalDevelopmentandReformCommissionandtheMinistryofCivilAffairsshalltakethelead.联席会议由国家发展改革委、民政部有关负责同志担任召 集人，其他成员单位有关负责同志担任成员（名单附 后）。联席会议成员因工作变动等原因需要调整的，由所 在单位提出，联席会议确定。联席会议可根据工作需要调 整成员单位。联席会议办公室设在国家发
