4、solve.TheKoreansagathatisoftenreferredtoastheiMiraCIeontheHanRiverj+WaswrittenontheheelsofourcitizenswhoworkedtirelesslyintheminesofGermany,InthetorriddesertsoftheMiddleEast,infactoriesandlaboratorieswherethelightSwereneverturnedoff,andinthefreezingfrontIinessafeguardingournationaldefense.Thismiracl
5、ewasonlypossibleduetotheoutstandingcaliberofourpeopleandtheirunstintingdevotiontobothfamiIyandcountry.IpaymyheartfelttributetoallfellowKoreanswhohavemadetheRepubliCofKoreawhatitistoday.ThroughoutthevortexofourturbulentcontemporaryhistorywealwaYsprevailedovercountlesshardshipsandadversities.Today,Wea
6、reconfrontedanewwithaglobaleconomiccrisisandoutstandingsecuritychalIengessuchasNorthKoreaiSnuclearthreat.Atthesametime,Capitalismconfrontsnewchallengesintheaftermathoftheglobalfinancialcrisis.ThetaskswefacetodayareunlikeanyWehaveconfrontedbefore.AndtheycanonlybeovercomebychartinganeWpathwaybyourselv
7、es.Forginganewpathisseldomaneasytask.ButlhavefaithintheKoreanpeople.IbelieveintheirresilienceandthepotentialofourdynamicnationAndsoIpledgetoembarkonthemakingofaiSecondMiracleontheHanRiverjpremisedonaneweraofhopehand-i11-handwiththeKoreanpeople.Iwillusherinaneweraofhopewherebythehappinessofeachcitize
8、nbecomesthebedrockofournationjSstrengthwhichinturnissharedbyandbenefitsal!Koreans.EconomicRevivalMyfellowcountrymen,Today,IwouldliketoproposeanewwayforwardfosteredonamutuallyreinforcingcycIeofnatIonaladvancementandthehappinessofourpeopie.Thenewadministrationwillusherinaneweraofhopepremisedonarevital
9、izingeconomy,thehappinessofourpeople,andtheblossomingofourculture.Tobeginwith,economicrevitalizationiSgoingtobepropelIedbyacreatiVeeconomyandeconomicdemocratization.Acrosstheworld,wearewitnessinganeconomicparadigmshift.AcreativeeconomyisdefinedbytheconvergenceofscienceandtechnOlogywithindustry,thefU
10、sionofculturewithindustry,andtheblossOmingofcreativityintheverybordersthatwereoncepermeatedbybarriers.Itisaboutgoingbeyondtherudimentaryexpansionofexistingmarkets,andcreatingnewmarketsandnewjobsbybuiIdingonthebedrockofconvergence.AttheveryheartofacreativeeconomyliesciencetechnologyandtheITindustry,a
11、reasthatIhaveearmarkedaskeypriorities.Iwillraiseourscienceandtechnologytoworld-Classlevels.AndacreatiVeeconomywiIlbebroughttofFuitionbyapplyingtheresuItsofsUchendeavorsacrosstheboard.ThenewadministrationiSMinistryofFuturePlanningandSciencewiIlbetaskedtoleadtheemergenceofacreatiVeeconomyintandemwitht
12、hisnewparadigm.Peoplearethenucleusofacreativeeconomy.WeliveinanagewhereasingleindiVidualcanraiSethevalueofanentirenationandevenhelpinrescuingtheeconomy.NewopportunitiestoservetheircountrywillbeopenedtonumeroustalentedKoreansthrivingacrosstheglobalvillage.AndtothosewhoareequalIyenabledatthehomefront,
13、effortswiIlbeenhancedtoalIowthemtobecomeconvergenceleadersimbuedwithereatIvityandpassionaspiIlarsofafutureKorea.Inorderforacreativeeconomytotrulyblossom,economicdemocratiZationmustbeachieved.Ibelievestronglythatonlywhenafairmarketisfirmlyinplace,caneveryonedreamofabetterfutureandworktotheirfuIlestpo
14、tential.Oneofmycriticaleconomicgoalsistoensurethatanyonethatworkshardcanstandontheirowntwofeetandwhere,throughthesupportofpoliCiesdesignedtostrengthensmallandmedium-Sizedenterprises,suchbusinessescanprosperalongsideIargecompanies.ByrootingoutvariousunfairpracticesandrectifyingthemisguidedhabitsofIhe
15、pastwhichhavefrustratedsmalIbusinessownersandsmaIlandmedium-Sizedenterprises,WewillprovideactivesupporttoensUrethateveryonecanliveuptotheirfullestpotential,regardlessofWheretheyworkorwhattheydoforaliving.ItispreciselywhenthemajorplayersinoureconomycometogetherasOneandpooltheirstrengthsthatwecanbring
16、happinesstothepeopleandenhanceournatio11iScompetitiveness.ItisonthisfoundationthatlwillbreathenewenergyintooureconomyandrealizeajSecondMiracleontheHanRiveriIhatculminatesinIhehappinessoftheKoreanpeople.HappinessofthePeopleFellowKoreans,Nomatterhowmuchthecountryadvances,SuchgainswouldbemeaninglessiftheIiVesofthepeopleremainedinsecure.Agenuineeraofhappinessisonlypossiblewhenwearenitcl
